Navbar With Announcement Bar

A standard logo/links/CTA navbar with a thin, high-contrast announcement strip above it for a sale, launch, or other site-wide message. The strip is purely decorative, it has no dismiss button, unlike Hero's dismissible-banner-hero which already covers that interaction pattern.

Installation

Behavior notes

Fully static: no client-side state anywhere in this block, it is a plain server component.
The announcement strip is permanent, it has no close/dismiss button by design, so it does not overlap with Hero's dismissible-banner-hero block.
Nav links are hidden below the md breakpoint; this block does not include a mobile menu trigger.
