Behavior notes

• The stat badge and the compact button are what separate this from the plainer info and error strips in this category; both exist specifically because quota-style warnings usually carry a number and a clear next step.
• The action renders as a real Button component pointed at a Link via its render prop, not a plain inline link, since a warning that needs action deserves more visual weight than a quiet arrow link.
• This is a plain server component; there's no dismiss state, since the warning should reappear until the underlying condition, like usage dropping below the threshold, actually resolves.
